Currently Uganda Head of Mission and Ambassador Extra-Ordinary and Plenipotentiary to Somalia, Prof. Sam Tulya-
Muhika is a long-time Pan-Africanist (since 1962) and has researched, lectured, published (over 30 Papers & 3 Books)
and made several presentations on Regional Economic Integration in Uganda, the East African Community and the
SADC.
Born in Kabale, Uganda, in 1939, and having schooled at Kigezi High School, Busoga College Mwiri, and studied at
Makerere University and in the U.K, he lectured at Makerere University from 1969/70 to 2005/2006, rising to a Professor in Statistics and Applied Economics (with focus on Strategic Planning), was the Director of the UN sponsored Institute of Statistics & Applied Economics, for Anglophone African countries, at Makerere University from 1972 to 1989, with Fellowships of 3 international professional societies and organizations, including the World Bank Institute.
He, as President of the East African Cooperation Forum (1980s to 2000s), was, in part, instrumental in word and
activity, in revival of East African Cooperation, amongst other things directing and coordinating studies and assignments and projects (some of the many of the total of over 100 Projects he has worked on as a Consultant).
Finally, Prof. Sam Tulya-Muhika has received close to 10 international recognitions for his services to Uganda, EAC,
the Region, and for afield like the International Statistics
