BIO FOR ROBERT MUGIMBA, FIRST SECRETARY & HEAD CHANCERY, UGANDA EMBASSY, MOGADISHU, SOMALIA

Mr. Robert Mugimba joined the Foreign Service of Uganda in 2007 where he worked  as a Focal Person and Expert on the International Conference on the Great Lakes Region (ICGLR) and handled the following clusters; peace and security, democracy and good governance, economic development and regional integration as well as social and humanitarian issues including cross-cutting issues such as Human Rights, Human Settlement, Unemployment, HIV/AIDS, Environment, Refugees and Internally Displaced Persons in the Great Lakes Region. He was representing the Ministry of Foreign Affairs on the Uganda' Refugees Eligibility Committee (REC). In addition, he handled bilateral, Regional and Multilateral cooperation and agreements including the Joint Permanent Commissions with Rwanda, Kenya, Tanzania, Sudan, South Sudan and Burundi. He was the Focal Point Expert on Peace and Security on the Great Lakes Region and Horn of Africa (Somalia). He occasionally drafted Cabinet Memos on different regional protocols. He participated as a Uganda’s delegate to the International Conference on the Great Lakes Region (ICGLR) and Southern African for Development Community (SADC), East African Community (EAC), Inter-Governmental Authority on Development (IGAD), Common Market for Eastern and Southern Africa (COMESA), African Union (AU) and United Nations (UN). 
In 2012, he served as Diplomatic Adviser to the Minister of Defence, Hon. Crispus Kiyonga facilitating the Kampala Dialogue between the Democratic Republic of the Congo and M23 and coordinated the convening of over Seven (7) Extra-ordinary ICGLR Summits in Kampala. He developed a Declaration of Principles between DRC and M23 as well as Nairobi Agreement.
In 2013, he was posted at the Permanent Mission of Uganda to the United Nations, where he was a Uganda’s Delegate to the United Nations First Committee on disarmament and International Security and Fourth Committee on Special Political and Decolonization as well as covered United Nations organs of Security Council and General Assembly. While at the Mission, he coordinated United Nations Reforms on behalf of the Organization of Islamic Conference (OIC), Mediation and Peace building and negotiated on behalf Non Aligned Movement (NAM) in Special Committee on Peacekeeping Operations (C34).
In 2014-2015, Mr. Mugimba was a Special Adviser to H.E Sam K. Kutesa, President of the 69th Session of the United Nations General Assembly from 2014-2015 in New York, United Nations Headquarters. He advised on the United Nations Reforms of Security Council and General Assembly as well as United Nations First Committee on Disarmament and International Security. He was delegated by the President of the UN General Assembly and participated in the different conferences and meetings in Berlin, Zambia, Ethiopia, Rome on the negotiations to reform the UN Security Council. He and the Facilitator developed Kutesa Consensus text on the reform of the United Nations Security Council as well as a resolution on the revitalization of the UN General Assembly adopted unanimously by all the Member States.
In 2016, Mr. Mugimba was promoted to the rank of Second Secretary and  posted to the Embassy of the Republic of Uganda in Cairo, Egypt to handle International and Regional Political issues as well as to strengthen bilateral relations between Uganda and Egypt, relations between Uganda and Lebanon. He worked as a consul to promote trade, tourism and investment opportunities in Uganda and encouraging investors from the countries of accreditation i.e. Egypt, Lebanon, Israel and Syria to invest in Uganda.
In 2019, Mr. Mugimba was promoted to the rank of the First Secretary while still working at the Uganda Embassy in Cairo, Egypt and facilitated and coordinated the convening of the 2nd Session of Egypt- Uganda Joint Permanent Commission (Five MoUs were Signed) and the first of its kind Egypt- Uganda Business Forum as well as the State Visit of H. E Yoweri Kaguta Museveni, President of the Republic of Uganda to the Arab Republic of Egypt.
In 2020, Under the Regional Economic Cooperation Department at the Ministry of Foreign Affairs, he handled Horn of Africa and coordinated EU-EAC Partnership Agreement, COMESA, CENSAD, EAC Monetary Union preparatory process and bilateral economic relations between Uganda and Some African Countries (Ethiopia, DRC, Egypt, Djibouti, Sudan, Mauritius, Eritrea & Madagascar) He was fundamental in convening, coordinating and facilitating different Joint Permanent Commissions (Uganda – DRC, Uganda -Egypt, Uganda -Ethiopia, Uganda – Kenya, Uganda -Sudan). He was also vital in the negotiating and eventual signing of the Inter-Governmental Agreement (IGA) between Uganda and the Democratic Republic of Congo (DRC) on the cross-border Road Infrastructure Projects.
In 2021, he was posted and currently serving as First Secretary and Head Chancery at the Embassy of the Republic of Uganda in Mogadishu, Federal Republic of Somalia covering bilateral relations between Uganda and Somalia and AMISOM now ATMIS Mission; during which the Fist ever Uganda -Somalia Joint Permanent Commission was convened and First  Uganda – Somalia Investment and Business Summit  graced by the two Heads of State- H.E Yoweri Kaguta Museveni, President of the Republic of Uganda and H.E Hassan Sheikh Mohamud, President of the Federal Republic of Somalia graced the events- a Communique of the Official Visit, four (4) Memoranda of Understanding on Defence, Diplomatic and Political Consolations and Trade Cooperation were signed as well as a Memorandum of Understanding between Uganda Investment Authority and Somali Invest Agency (SOMINVEST) was signed established a Joint Permanent Investment and Business Council (JPIBSC) to facilitate  trade and investment opportunities between the respective countries.
Mr. Mugimba is an expert with vast knowledge in Peace and Security, Conflict Resolution, Peacekeeping and Peace Building, Mediation, Human rights, international Relations and Diplomacy, Climate Change, Food Security, Disarmament and International Security, Commercial and Economic Diplomacy, Humanitarian Affairs, Sustainable Development Goals, Special Political Missions, Bilateral and Multilateral Negotiations, Public Administration and Management.
He holds a Master’s First Class Degree in Human Rights and a Second Class Upper Bachelor’s Degree in Political Science and International Relations from Makerere University. He also holds a First-Class Post graduate Diploma and was given a Recognition Award as the Best Participant for the Postgraduate Diploma in Public Administration and Management from Uganda Management Institute during 2020/2021 Academic Year
